Minutes of the Meeting of Churt Parish Council held on Wednesday 3rd September, 2008 in the Churt Pavilion at 7.30 p.m. and agreed correct at the October meeting.

Member of Press: 008/50 Chairman’s Remarks
The Chairman welcomed resident John Healey
Mr Healey attended to ask the Council about the large frame that had been erected at the beginning of the cricket season, (presumably as a structure for nets) and when would it be moved. Cllr Sibley explained that it would be removed at the end of the cricket season, the third week in September. It was also explained that the Council has been waiting for the Cricket Club to apply for planning permission for the erection of temporary nets. The agreed position of the temporary nets is approximately where the empty frame has stood for the summer period.
Mr Healey stated that the residents of Redhearn Fields are not happy with the Parish Council and its control of the Cricket Club.

Appendix 1-circulated
Item 1) Invitation from English Rural Housing- Cllr Martin expressed interest in attending the meeting at Loseley Park.
Item 3) Surrey Police Authority (SPA)- Capping of Police Budget. Members agreed that the Clerk should write to SPA to say that the Council cannot give its support until it is clear just what can be said that would be in any way effective
Item 6) Email from Neil Baker- Replacement of interactive speed sign. Members agreed that a letter should be written to SCC Cllr David Harmer to express dissatisfaction with the performance of Surrey Highways in not replacing the interactive speed sign and the lights by the pedestrian crossing. Copies of the letter will be sent to our local WBC Councillors.

Main items
- Sustainable Communities Act. Advance notice of an invitation to submit proposal(s) from local communities for practical initiatives to sustain local communities
- Recycling Initiatives- Food composter sales, improved cardboard collections, pilot scheme for kerbside collection of food waste, possible improvement in the facility to collect more types of recyclable plastics. Parishes are asked to consider if there is a suitable site in their area for recycling banks.
- Three new sources of Funding for rural communities- RASP, Surrey Hills LEADER programme and Surrey Community Foundation. Further details from the Clerk.

08/55.1 Recreation Ground Committee
08/55.1.1 Report from Chairman of Recreation Ground Committee
CHURT ROYALSFC . Cllr Viveash reported that Churt Royals have applied for their licence and paid the first instalment of their fees. Cllrs Scott and Viveash will monitor The Club’s actions regarding the supplementary letting conditions.
CHURT CRICKET CLUB- The rolled up netting to the rhs of the pavilion has still not been moved despite several requests to do so.
Recreation Ground- the grass will be deep tined in the areas that are most used and fertiliser applied if necessary.
It has been suggested that the appearance of the pavilion would be improved by putting planters on the terrace. The RGMC will consider this at their next meeting.
08/55.1.2 Refurbishment of car park
Three quotations have been submitted for the work.
The contract will be placed with JC Allfrey and CO Ltd who submitted the cheapest quotein the sum of £6,772 + VAT. There will be an increase in the price of tarmac before the work can be carried. In addition the parking bays will have to be re-marked.
In all the expected cost should not exceed £7,500.
Cllr Viveash PROPOSED, Cllr Reece SECONDED and it was RESOLVED that £4,000 be released from reserves to cover the expenditure on the car park. (£3,500 is in the current year budget.)

Cllr Petty reported that the ROSPA report had not raised any urgent or high risk points and that he would be dealing with the points requiring attention in the immediate future.

Cllr Martin is meeting with the Headmistress of St Johns School this month
08/55.3.2 SCC Highways- outstanding items
SCC engineer Ian Fowler is meeting with Cllrs Pierson and Martin on 16 th September at 2pm to discuss the list of items that have been outstanding for several months. In addition to this meeting the Clerk is writing to SCC Cllr David Harmer. (See Clerk’s report). Cllr Pierson will also discuss the Village Landscape Plan with Mr Fowler
08/55.3.3 Hale House Lane Petition

This has been circulated to members by email and will be discussed at the next meeting.
08/55.3.4 Cllr Fraser reported that Old Kiln Lane floods severely between The Old Vicarage and Redhearn Fields. Cllr Martin will report to Surrey Highways. Cllr Sibley asked if Highways could also be reminded of the bad state of Simmondstone Lane immediately before the county boundary.

08/58 - Proposal from a new Discussion Group (COBS) to use the Pavilion free of charge for three sessions .
Cllr Reece PROPOSED, Cllr Martin SECONDED and it was RESOLVED that a new discussion group could have free use of the Pavilion for its first three sessions.
This is to enable the new group get established.
08/59 Village Plan
08/59.1 Suggestions for village projects
Cllr Sibley called for ideas that could become projects for the future.
- Village landscape plan- to be progressed by Cllr Pierson and Cllr Reece
- Wireless hotspot for the elderly to have access to the internet and emails via a wireless broadband connection. Cllr Martin will seek views from the Over 60’s and the Community Centre Group.
- Replacement of felled trees on Recreation Ground- To be explored by RGMC
- Extension and refurbishment of Children’s Playground - To be explored by RGMC
- Pond Lane: ideas for possible uses for this area of common land owned by the Parish Council were, clear and let it revert to heath land, improve the quality of the existing trees by replanting oaks etc, hand it over to The National Trust , offer it to the Scouts, offer it to Frensham sailing club, use as a camp site for disadvantaged children. Cllr Sibley will do further research to ascertain which of these ideas might be taken forward.
- Affordable Housing- Cllr Fraser will seek advice as to how this could be taken forward
08/59.2 Churt Youth Group
Cllr Reece put forward a proposal that the Parish Council should consider funding and managing the Youth Group. There was no seconder. After some discussion it was decided to defer this item. Cllr Reece will put forward a detailed proposal at the next meeting.

The next meeting of the Parish Council will be held on
