09/23 Chairman’s Remarks-

The Chairman welcomed SCC Cllr David Harmer and Churt resident John Powell. The Chairman congratulated Cllr Harmer on his re-election to SCC.

Cllr Harmer advised that he is now a “Back-bencher” on SCC and that he would be taking a particular interest in school places. He offered to assist the Parish Council on any matters on which there was concern. Cllr Harmer has been appointed to The Police Authority.

 

09/24 Apologies for absence

Apologies were received from Councillors Scott and Lingard

 

09/25 Disclosure of Pecuniary and other Interests

There were no disclosures relevant to items on the Agenda

 

09/26 Minutes of the meeting on 3 June 2009

The Minutes of the meeting of 3 June were AGREED and signed by the Chairman.

 

09/27 Report of the Clerk to the Council

Bordon Eco Town- Members agreed to purchase a copy of the Transportation Assessment at a cost of £6.

Details of the Waverley BC Concessionary Travel Club will be put on the village website.

Litter- Details of whom to contact at Waverley BC if there is a litter problem will be put on the village website

09/28 Committee and Portfolio reports

09/28.1 Recreation Ground Committee

09/28.1.1Chairman’s report,

Cllr Viveash reported the following:

Playground : The maintenance works were complete with the exception of the glider slide. The contractor is waiting for a supply of timber to raise the chain and seat to the specified height to comply with health and safety regulations.

The damaged spring elephant is to be removed.

Digley Associates will be carrying out a safety inspection on the playground week commencing 20 July.

 

CCC

Scoreboard Cllr Fraser will look at the scoreboard at Frensham which is of a similar design to that proposed by CCC

Pavilion Since the last meeting the pavilion has been left in a satisfactory condition after matches.

Planters- CCC have been informed that the planters have not been watered and have now put the matter in hand.

Licence and Fee The Clerk will write to remind the Chairman that the fee and Licence are overdue

TV in pavilion: The Clerk will write to CCC stating that the TV must have a licence and that it is up to CCC to purchase the licence. Churt Parish Council takes no responsibility for obtaining a licence and will accept no responsibility for any fine that may arise from non-compliance.

 

Disabled Access to Pavilion- It was reported that access to the disabled toilet was blocked while the Pavilion was used to serve teas at Churt Fete. Cllr Pierson suggested that the Clerk write to the Fete Committee to explain that access must be maintained. There was some discussion about providing an alternative access from the “nets” end.

 

09/28.2. Community and Environment

 

09/28.2.1 Crime and Disorder. There was no reported crime in Churt in the last month.

Community Police Officer PC Will Davies reported that there have been several burglaries of jewellery and small items from the Hindhead area.

PC Davies has carried out regular speed checks on A287 through Churt.

 

09/28.3 Roads and Transport

09/28.3.1 Bus stops at Green Lane. Cllr Reece will meet with a representative of SCC Passenger Transport Group

 

09/19.3.2 Hale House Lane Traffic Calming

Cllr Pierson has met with residents from The Meadows who have agreed in principle to the measures proposed at the junction with The Meadows. The proposals in general have been accepted and Cllr Pierson will be writing to John Hilder at Surrey Highways. It is hoped that further information will be available for the August meeting.

 

09/28 Financial Matters

09/28.1 Payments for Authorisation

It was PROPOSED by Cllr Viveash, SECONDED by Cllr Fraser AGREED that the payments for May and June 2009 be approved

09/28.2 Budget Update

Members noted the current report

09/29 Planning Applications

WA/2009/0790 Mr & Mrs P Foster, Corner Cottage, Old Kiln Close,Churt GU10 2JH

No objection subject to normal planning rules

09/30 Change to Financial regulations

It was PROPOSED by Cllr Sibley , SECONDED by Cllr Petty and AGREED that the following clause should be added to the Financial Regulations :-

 

“47A. For the avoidance of any conflict of interest no Councillor shall tender for Council business.”

09/31 Risk Assessments

The Clerk reminded Members that Risk Assessments should be updated and submitted to the September meeting.

An additional column headed “Action Date” has been added to the risk assessment template

 

There being no further business before the Council, the Chairman declared the

meeting closed at 8.45 p.m.

 

Other Matters

Recreation Ground Trust.

Cllr Petty expressed his disappointment that the Trust AGM had to be cancelled at the last minute as only two Trustees were available to attend the meeting.

A revised date for the Trust AGM was agreed as 2 September, immediately following the Parish Council meeting .

 

Planning

Cllr Fraser suggested that the Council should adopt a “ village design statement” which could be referred to when considering planning applications.

 

Footpath along Barford Lane from the Honda Garage to the Pumping Station

Cllr Reece reported that this path is very overgrown. The Clerk had contacted Surrey CC and been told that it is not a public footpath but is probably part of the highway. The Clerk will follow this up with SCC Highways.

 

Village Benches

Cllr Reece suggested that as the wooden benches become beyond repair they could be replaced by benches made from re-cycled plastic. The Clerk will contact Frensham PC where this type of bench has been installed.
